Libya mandates digital trade registration for foreign suppliers and exporters

Libya's Minister of Economy and Trade has issued Decree No. 465 of 2026, mandating suppliers, exporters and foreign companies supplying goods to the Libyan market through Libyan firms to register on the Platform for Trade Services (PTS), the unified digital trade system operated by the Libya Trade Network.

Registered entities will receive a certification with a unique electronic identification number (PTS Code). A transitional period runs until 31 December 2026, after which the requirement becomes mandatory from 1 January 2027 for foreign suppliers and exporters whose annual transactions or shipments to Libya reach $1 million or more, and from 31 March 2027 for those whose exports or shipments reach $100,000 or more annually.

The Libya Trade Network will integrate the PTS system electronically with banking, customs, port, free-zone, chamber of commerce and technical inspection systems, including the Trade Compliance Network and Advance Cargo Information system, to speed up verification and streamline trade transactions.
